Why would they turn off water fountains, won't guests just overload the fountains that are working and in the end use just as much water? Or are certain fountains going to be hooked up to the wells? Either way shutting down water fountains doesn't sound like a good idea.

No, the water from the wells is not treated and would not be able to go into the fountains.
