Can you ride the rides at Kings Island then go to Soak City in the same day, or do you have to stay in whichever area you entered for that day?

I am about in the middle distance wise from traveling to KI as I am from CP. With a 4 year old would he have a better time at KI, or at CP? He would be just over 36 inches.
