It seems like it would be a maintenance shed in my mind. But Mason would need plans submitted, which is where there is a disconnect. I thought people have gone to the building department already and asked for everything KI had filed, maybe I'm wrong about that though

Can someone over lay the plans from the city in this location? Seems tight to me to match those plans though Also if this was a new storage building there would need to be plans for it submitted to the city.
