To build rooves over buildings select a roof piece, put it over the square where you want it and press & hold Shift, the piece should show directly above the ride, then click to place it. Shift can be used to raise pieces over the same square without it moving away from that square. If I haven't confused you enough.. just press & hold the shift key!!

Yes you are right, however though if you don't want it at that height, but higher, just move your mouse up and it will move higher as long as you are still pressing shift.
