More than likely just a button that a ride operator forgot to press. Unacceptable but understandable. The Banshee scream is probably automated and can only be disabled by the maintenance team.
There is sometimes where operators will stop Banshee at the top of the lift hill, (right when the scream is triggered) and then move the train again causing the scream to go off once more. A double scream is what they called it (also said they usually do it during haunt)
As for music. It's probably something that you just couldn't hear due to the loud train, and other noises going on. (When I last heard the audio this year, It sounded quite quiet to me.)
The operators don't do this, the ride system auto stop because of blocking.
Nope, The operators do purposely do this sometimes.

Yes you can ride Skyflyer solo, (I recommend it, the drop is better) and yes you have to pull the ripcord.
Slingshot you must ride with someone.- 2

I would still ride Jurassic Park River Adventure, if you wish to stay dry.... ask any store for a large plastic bag and put it on your lap during the ride and hold up a park map for the drop.

On most Disney's dark rides they have sensor pads along the edge of the ride systems to detect if someone steps out of the ride unit. (Mansion, Mermaid, Splash, Buzz, etc) Thus immediately e-stopping the ride.
I was able to go under Haunted Mansion and see the Peppers Ghost effect during operation one day. Very cool effect and a lot more characters then I realized while riding.

The "Brake Shed" was never a "block" or a place trains could stop at.
Lift 2 however was divided into 2 block zones, one block being from bottom of the lift to 2/3 of the way up and the other block zone being 2/3 of the way up to crest of lift 2.
Thus you could send a train over lift 1 with a train about to crest lift 2.
