It has happened at least twice that I know of - once on an Arrow, and once on Sirocco (Turbine) at Walibi World. I remember Magnum's first year or 2nd year, the winds were strong enough off the lake that the train stopped on the 2nd hill and fire turcks were called in from Toledo and Cleveland to get the people off the train.
