Unpredicted changes in cost and availaility of basic materials needed because of the downturn in the economy are blamed for the delay.

Knowing how the industry and public relations works, I wonder if another shortage that also contributed was in financing availability. This may not be the end of such announcements. In fact, there should be more availability of concrete and steel due to the fact that others who would normally be using it are out of the market due to financing concerns. Or, this could just be a wise cutback to wait to see how the industry is affected in these very uncertain times.
