Viacom has licensed its name and concepts in Spain, in return for being PAID a large sum of money for use of its intellectual property. The theme park business in the US is a low growth industry. Viacom is not interested in re-entering it, and CBS made a fortune when it left it. There is almost zero possibility of Viacom re-entering this business anytime soon.
