I would bet (and of course someone knows) but construction and operating cost will NOT be the deciding factor for SOB

Honestly, the big issue must be how likely another lawsuit would be. Multimillion dollar repairs are one thing but, incalculable legal costs are another. SOB represents trainfulls of potential injuries and lawsuits.
