Wow.
That much water damage and ice damage. That may just be cheaper to claim insurance and knock it down

    If they do collect on the insurance, I really doubt they would bother rebuilding at this point.

    I'd say if they want to rebuild....collect the insurance and move to another area of town...that area is not worthy of anything at this point.
