I know this has been a topic before but I have a theroy.

In the past 17 years, alot has changed at PKI. Alot of digging I should say. If I am correct, when constuction workers are digging, they arent gentile meaning that the insects would die. The only place where I can think of them living is down by The Beast, the campground, International street and such. Where they dirt hasnt been gone through. Do you think this is true? I hope!

They Dig Deep into the Ground I mean Deep Deep into the ground and they borrow in forest areas so by The Beast could happen,Campground maybe we will have to wait and see.

Cicadas dont just stay in the area in which they come up from the ground...then go all over! It will be quite a nuissance this summer at PKI

yea tiny but they tend to stay near trees and areas like that. they say that west of 71 usually get hit the hardest. older richer communities = more trees

They stay near trees and water. Think of all the water we have-White Water Canyon, Congo Falls, Wild Thornberrys, the pond by Viking Ship, the fountain, the river through Rivertown. If it is true that PKI isn't supposed to get many because its not on the right side of the highway we may not notice it.
