I've heard the reason for the Coney Arcade lights staying on is because they do a really good job of lighting the midway for security and general purposes. They might also stay on for the same reason The Racer's chaser lights and the Eiffel Tower lights stay on: to retain some of the park atmosphere during the off-season.
