How can they say that if they thought an anti-roll back device may have failed? That could have easily sent a train backwards into another depending on where that anti-roll back was located. Or, even possibly into the station.

They could be correct, but they're not really clear, usually there is more than one anti rollback on a hill, unless he's referring to a single set of anti rollbacks and each link on the rollback's failing.
