How can they say that if they thought an anti-roll back device may have failed? That could have easily sent a train backwards into another depending on where that anti-roll back was located. Or, even possibly into the station.

Or, even possibly into the station. They could be correct, but they're not really clear, usually there is more than one anti rollback on a hill, unless he's referring to a single set of anti rollbacks and each link on the rollback's failing.
