Could anyone verify or discredit that this is indeed Shooting Star's sign?

Yes they reused the sign from the Shooting Star for Haley's (sp?) Comet. It was mentioned in the documentary that was online not too long ago.

No wonder you question the spelling! I've seen it both ways, and when you blow up the picture, it does appear to say Halley's Comet!

i would certainly hope not, as that would mean only about 8 percent of people would be able to watch it, which is not a sensible move for anybody at this point...
