Why can`t they make Top Gun at PKI go upside down? I know it would never be possible but why not?

Okay a hyper coaster is a coaster that is over 200 feet and and 70 mph-89mph. A giga coaster is over 300 feet that is over 90 mph. A strata coaster is a coaster that is over 100 mph and over than 400 feet.
