I always look for those type of things at theme parks. It really makes Kings Island's kids area seem more nostalgic, more classic looking. And copper sulfate is often added to artificial lakes, to prevent overgrowth of algae. It is also possible that the algae preventer had not yet been added to the fountain water...or that the brownish-green color is some sort of weird photographic effect.
