One of the rides builders and the ride during that time was not finished all they 3. On a tour with a group o f people walking the ride. Here's my guess: The guy probably hopped out of the train while it was stuck and then had his girlfriend take his picture. (I guess it really wouldn't have had to been his girlfriend, maybe just a regular guy friend. Or maybe it was someone he didn't even know. Of course, I personally wouldn't take some nutty guy's picture on the track...not unless the price was right.) That doesn't explain the hat, though. You know what that wouldactually be pretty cool to walked on a coaster like Beast or Son of Beast. Odds are he's a worker, so the controls are probably locked out and it would be almost impossible for a train to be launched while he's on the track like that...
