You take USF and Busch Gardens out of Tampa and there's nothing in the city. So either BG is in a market of it's own or you have to include it with Disney and Universal parks. Randomizing the delay like this is the only improvement that could be made to KI's Drop Tower IMO (short of throwing manufacturer suggestions out the window and installing rotating seats like Falcon's Fury).
