You may join if you are under 13, but you must have your parents submit a COPPA release form to the administrators of the site. COPPA I believe is Children's Online Privacy Protection Act. Quote

COPPA states that no child 12 or younger can submit anything over the Internet without a parents written permission. We simply just don' tallow any children 12 or younger on the forums because COPPA is alot of work, and there spelling and grammar isn't up to par yet. Quote
