Well, in the meanwhile, signal lines have been laid in far end by electrical box. new mulch brought in to cover up excavation by old pond area new footers laid caution tape around rear third of area.

There's several key points to note here. First, it looks like inspection schedules could have missed any potential stress related failures. Here is their testing schedules and it requires only one fatigue related test: http://caresofficials.org/sites/default/files/cares_docs/cares-ndt-list2017-03-12-0955.pdf . Second, there's nothing I can see in regards to NDT of the ride carriages themselves. I don't think any ride designer can envision a calamity of this degree, since metal fatigue failures happens over months/years. Hence a proper inspection can catch a Issue before it spirals out of control. I have concerns that the investigation will be of political nature, since the incident occurred on a contracted service on public land. Thoughts? Also, testing/inspections I heard was rushed due to recent flooding. Was this one of the rushed inspections?

It is quite clear that something is up, since the volume of the fill is larger than the accounted volume of the excavations from the construction this season. That alone means land is being excavated/filled in, but from where, and why?

Yes, but the land that is excavated way exceeds the size of fill for the three sites. Plus storage buildings require mat footings, so the amount of soil excavated would be minimal in this situation.

But Mystic Timbers didn't need a fill/excavation. Most of the ride was placed on terrain, exception being the footers for the steel trusses supporting the sections over water. So where is this dirt coming from?

It's a complicated situation. The park is generating it's own power, but I believe some power is used from the Mason utility lines. The park is not losing power, rather, all the events are happening outside the park property. That being said, when a power event occurs, it is important to shut down the park power so that the grid doesn't overcompensate for the lost power and blow a fuse. If one wants to look at a situation like this happening in big scale, look at the 64 blackout that took out power entirely in 7 states.
