Not always true, I have seen full queues on that ride before which is astonishing to me. But the ride still stands, guests do ride it, and some people do enjoy it. There's more to Kingda Ka and Top Thrill Dragster than what you're implying that make them very different from dropping towers, thus entirely different ride experiences.
