EDIT: Also looking to me could be some sort of outline for a fountain...

I feel like if they made that very large circle a place where you could not walk, it would cause an awful lot of congestion in that area.

^Yeah, fountains like that tend to become play areas for kids. And when kids play in fountains like that, they're usually running back and forth at full speed which could, again, cause problems in a congested area. Especially in an area where people are going to be gazing up at a brand new Banshee while they walk.

Something about dinosaurs comes to mind. Nickels...100 of them, no longer required, from passholders to gape at em, and one or more of them no longer haunting Sandusky and the isthmus as oft.

Separately, change collected from fountains is oft dedicated to charity and/or used for scholarships. I've never understood why people throw money into fountains, though the practice is not new.
