Sounds like a story of dumb and dumber. 

Who would have thought valuables could possibly be taken in a public area?

don't think this will go anywhere. Sure there are signs posted saying no loose articles. And I wound't be surprised if there was more to the conversation. Like he was told to leave it in a locker and the guy said he didn't want to pay so the attendant said something like well you can hide it in some bushes then. Either way it's the phone owner's responsibility. They didn't force him to leave it out even if they told him it was an option.

Still that's kinda dumb of the employee to say that in my opinion.
