Smooth steels are best for newbies. I would do backyard first then Diamondback in the front or middle (to avoid the jackhammering). -
They all have a straight drop. If they had a straight drop a taller rider could get their leg caught in the seat in front of them.

Oceans of Fun just went the other way. Reason? To increase revenue. Two parks for one low price brings in more revenue in non-resort areas, especially when nearby waterparks compete. Mr. Ouimet discussed this during the last conference call. Why dosen't CP do two parks for the price of one? CP's Soak City is nothing to write home about.

I would also make waterpark a seperate admission for more revenue.

2015 I would replace congo falls and invertiblow with a 300' perilous plunge. Relocate invertiblow to CP. 2018 install a 410' intamin ejector machine with a cable lift. Park Improvements the other years. It would set park up for 10 years.

Personally I only get air in the front row when the train hits the trim on the hill before the on ride photo.
