She is reaching up for the OTSR, but it is clearly in the down position - you can see the silver metal piece on the outboard side (her right) angled down. Just to the right of the slide was that big pink elephant fountain as well. In fact, there was one right in the circular area of trees between the basketball game and the Zephyr. There was another one located near what is now Outer Hanks Shrimp Co.
