I purchased an Elvis Zippo from the park once. No fuel whatsoever. They are something that people like to collect. I know I do. So that could be they're justification. Edit: I meant to say fluid, not fuel. Silly me.

I think it has something to do with location of the other trains on the ride. If they're not at certain points they'll hold the train on the lift to avoid any issues. I'm just speculating, though. I'll let someone else shed some light.

Or you could just ask an employee. I asked an employee if I could get my picture taken next to The Maestro prop from Phantom Theatre on The Bandstand a couple Haunts ago, and he lifted up the rope, let me go under, and even took the picture for me. Since your not causing any trouble a polite request is all you need. And if you get a no, then oh well.

I was thinkIng Coney as well. Ah, the roar of a wood coaster on the shores of Lake Como. Illuminated by chaser lights as the sun sets. A true classic amusement park feel. Sounds beautiful and too good to be true.
