It is a chemical reaction between the cement and water known as hydration (the water doesn`t evaporate, but reacts with the cement). And as others stated, they likely aren`t tearing up the asphalt at this point in time. Maybe they are sealing the asphalt, but even then, that is unlikely this close to opening. 8 Quote
